Senator Kerttula moved and asked unanimous consent that the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 1. Without objection, the bill was returned to second reading. Senator Kerttula offered Amendment No. 1 : Page 8, following line 20: Insert a new subsection to read: "(i) An exploration license to be issued under (g) or (h) of this section takes effect only if the exploration license is approved by the governor." Senator Kerttula moved for the adoption of Amendment No. 1. Senator Kelly objected. The question being: "Shall Amendment No. 1 be adopted?" The roll was taken with the following result: SCS CSHB 199(FIN) Second Reading Amendment No. 1 YEAS: 8 NAYS: 11 EXCUSED: 1 ABSENT: 0 Yeas: Adams, Donley, Duncan, Kerttula, Lincoln, Little, Rieger, Zharoff Nays: Frank, Halford, Jacko, Kelly, Leman, Miller, Pearce, Phillips, Salo, Sharp, Taylor Excused: Ellis 1994-04-15 Senate Journal Page 3728 HB 199 and so, Amendment No. 1 failed. SENATE CS FOR CS FOR HOUSE BILL NO. 199(FIN) was automatically in third reading. The question being: "Shall SENATE CS FOR CS FOR HOUSE BILL NO. 199(FIN) "An Act relating to the exploration and production of oil and gas and related hydrocarbons, to oil and gas exploration licenses, and to oil and gas leases in certain areas of the state; and providing for an effective date" pass the Senate?" Senator Taylor moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clause. Without objection, it was so ordered. Senator Adams gave notice of reconsideration.
